The legal age for buying cigarettes rose to 18 in 2007; Retailers risk prosecution and a fine of up to £2,500 if they are caught breaking the law

Research suggests one in five 16-18 year olds are still not aware of the change in the law

ID checking for cigarette purchase is becoming as important as that for alcohol and other products. Our purchasers work in teams of at least two, under supervision. All test purchasers are a minimum 18 years of age, appearing younger.

Cigarette / tobacco purchase programmes may be conducted as a stand-alone exercise for CTN or in conjunction with an alcohol purchase campaign

All data is collated and statistics produced to show percentages of successful/refused transactions
Transaction or attempted purchase may be videoed for record
Shoppers will dress for the part, often wearing appropriate school uniform
Notation made of Point of Sale material and whether it is in accordance with the retailers policy
Purchase or non-purchase recorded with as much information as has been noted including whether staff display POS material, how transaction was made and conducted
